3. Government unveils deposit return scheme

The UK Government has launched a 12-week consultation to explore how a “world-leading” tax on plastic packaging, standardised waste collections across the country and varying deposit return schemes for single-use items could overhaul and modernise the national waste management system.

4. FleX Competition briefing event

The Department for Business, Energy and Industrial Strategy (BEIS), in collaboration with the Knowledge Transfer Network, would like to invite you to register your interest in attending the FleX competition briefing event on the 13th March in Manchester.

Enabling a smarter, more efficient energy system is a priority for Government and Ofgem, and in their Smart Systems and Flexibility Plan published in July 2017, BEIS committed up to £70m for a smart energy system innovation programme. As part of this commitment, BEIS is launching FleX – the Flexibility Exchange demonstrator competition.

4. Working with ionising radiation? Notify, register or get consent

In January 2018 the regulations for ionising radiation changed and the Ionising Radiation Regulations 2017 came into force. These regulations require employers to apply to the Health and Safety Executive (HSE) before they start certain work with ionising radiation. If your business uses radiation and has not notified HSE you should do so as soon as possible as use of radiation without a current declaration is breaking the law

4. Interserve agrees rescue plan

Interserve – one of the UK’s largest providers of public services – has reached a deal with creditors to prevent its collapse.

The rescue plan involves cutting its debts from over £600m to £275m by issuing new shares.

1.Royal Mail is going greener with all electric vans

As you can probably imagine, Royal Mail isn’t the most environmentally friendly of businesses due to the sheer number of vehicles it has on the road. The logistical behemoth is getting greener by the day, however, today beginning a new trial of cute, fully electric vans from Oxfordshire-based automaker Arrival. Nine commercial trucks of varying sizes with ranges of up to 100 miles will start operating out of Royal Mail’s central London depot from today, carrying parcels and post to other parts of the city and surrounding areas.

3. Scotland’s first coffee cup recycling scheme

The scheme, which is called the Cup Movement and is being co-run by the Paper Cup Recovery and Recycling Group (PCRRG), will take a two-fold approach in tackling the city’s coffee cup waste problem, lobbying for recycling infrastructure improvements while encouraging the public to change behaviours.

Specifically, Keep Scotland Beautiful will work with retailers, local authorities and other key organisations to install coffee cup collection points across the greater Glasgow area. It will also run an educational communications scheme, aimed at encouraging coffee drinkers to switch to reusable cups, or to recycle their disposable ones.

While we can’t summarise the UK’s low-carbon transition, (although the change in Government departments does capture the upheaval) the scope of change over the last decade has propelled the UK into a leadership position in the fight against climate change. 5. North London Waste Prevention Exchange

This year’s North London Waste Prevention Exchange (Friday 15 March 2019, Inmarsat Conference Centre) will focus on reuse, looking at how we can move away from single use products and drive towards a circular economy. 1.Shrewsbury and Telford Hospital NHS Trust scoops international recycling award

The Shrewsbury and Telford Hospital NHS Trust (SaTH) has scooped an international environmental award for recycling surplus hospital equipment and furniture, making savings of £80,000.

The Trust has won a Green Apple Award – Gold Level – as part of the recognised International Green Apple Environment Awards for Environmental Best Practice for its work using Warp-it, a national online re-distribution network which aims to reduce waste.

3. European Solar Award Prize

The European Solar Prize Award aims to recognise outstanding commitment to renewable energy. The Award honours innovative projects and initiatives from all parts of society.

Although no cash prize is awarded, the Solar Prize is considered as an international seal of quality and the winners will gain publicity in the media and the public. New possibilities are also given for networking as well for making new contacts.

1.Changes to RPS216 and RPS217

RPS 216

  1. Storage of anatomical waste without refrigeration has been extended from 24 to 72 hours – to take account of the current season; and
  2. The life of the RPS has been extended until 31st March 2019.

RPS 217

  1. Healthcare waste producers have now been given 2 months to provide pre-acceptance information to the receiving site (it was previously 1 month); and
  2. The RPS has been extended to apply to waste received before 31st March 2019.

3. Wet wipe standard

Manufacturers of wipes will be able to feature an official water industry ‘Fine to Flush’ symbol on their packaging if they pass strict scientific tests.

This symbol will let consumers know that the products do not contain plastic and will break down in the sewer system instead of clogging up sewers and contributing to fatbergs which cause blockages and sewage overflows.

4. PhD positition on food waste storage (The Open University)

This project intends to study the microbiological composition of food waste and the potential for it to emit bioaerosols (airborne microorganisms) in the
context of public health, for the householder, the
waste collector and the waste site operative.

5. How the Environment Agency sets and assesses discharge quality numeric limits in environmental permits

This guide is for operators of standalone water discharge activity and point source groundwater activity permits. Standalone means the activity is not part of another regulated facility such as a waste operation, installation, radioactive substances activity, flood risk activity or mining waste operation

2. Environment Agency guidance on the compaction of offensive waste

The EA has issued a guidance note (v1 dated 6 November 2018) for the compaction of offensive waste.  This note has been produced to provide clarity on the regulatory approach that is required, depending on the type of compaction activity being undertaken

3. Industrial Fuel Switching competition phase two: up to £300k per project available

The Department for Business, Energy and Industrial Strategy (BEIS) has launched phase two of the three-phase Industrial Fuel Switching competition.

The government’s Clean Growth Strategy highlights the need for industry to begin to switch from fossil fuels to low-carbon fuels such as biomass, hydrogen and clean electricity.  Beyond 2030, the switch to low-carbon fuels for industry will need to substantially increase in scale.  This three-phase competition allocates up to £20 million to stimulate early investment in fuel switching processes and technologies so that a range of technologies are available by 2030 and beyond.

3. The Department for Business, Energy & Industrial Strategy (BEIS) launches phase two of the three-phase Industrial Fuel Switching competition

The government’s Clean Growth Strategy highlights the need for industry to begin to switch from fossil fuels to low-carbon fuels such as biomass, hydrogen and clean electricity.  Beyond 2030, the switch to low-carbon fuels for industry will need to substantially increase in scale.  This three-phase competition allocates up to £20 million to stimulate early investment in fuel switching processes and technologies so that a range of technologies are available by 2030 and beyond.

Phase 2 of the Industrial Fuel Switching competition is now open to applications and will fund up to £300k for feasibility studies looking into developing technologies (TRL 4-7) to enable the use of a low-carbon fuel for a particular industrial process or across an entire site.

Funding for Phase 2 is split equally into two lots.  Each lot has £1.5m allocated to it and projects may be up to £300k.  Lot 1 is for projects that run a feasibility study on an innovative fuel switching technology.  Lot 2 is for projects that run a feasibility study on an innovative approach fuel switching across an industrial site, or multiple sites.

Applicants must register their interest in Phase 2 of the competition by email to Industry.Innovation@beis.gov.uk by 5pm, Monday 21 January 2019.  All applications must be completed by 5pm, Monday 4 February 2019.

5. Interserve seeks rescue deal

One of the UK’s largest providers of public services is seeking a rescue deal as it struggles with £500m of debt, according to the Financial Times.

Interserve, which works in prisons, schools, hospitals and on the roads, said it might look for new investment or sell off part of the business.

2. Home care provider Allied Healthcare saved from bankruptcy

One of the largest home care providers in the UK has been sold two weeks after it announced it was selling or transferring all of its contracts after regulators reported it was on the brink of bankruptcy.

Allied Healthcare, which provided over 13,000 elderly and vulnerable people with care in their own homes across 150 local authorities, has been bought by Health Care Resourcing Group (HCRG) for an undisclosed fee.

However, many local authorities who used Allied Healthcare have already arranged for their adult social care services to be transferred to other providers or even house, after it was revealed that the home care provider was unable to confirm funding past November.

3. Horizon 2020: Horizon Prize – Low Carbon Energy Inducement Prizes 2016: Low Carbon Hospital (H2020-LCE-PRIZES-2016-01)

This inducement prize will reward a hospital that has an innovative and within its premises perfectly integrated combined heat and power (CHP) installation. This installation has to use at least three different European renewable energy technologies, include energy storage component(s) and be able to provide 100% of hospital’s annual needs for energy consumption. In this context any renewable energy source is allowed.

4. Tender for the supply of clinical waste containers: NHS SUPPLY CHAIN

NHS Supply Chain seeks to establish a non-exclusive Framework Agreement for supply to NHS Supply Chain depots via the Stock/E-Direct routes. The Framework Agreement is for the supply of Clinical Waste Container Products including but may not be limited to:

– clinical waste containers,

– sharps containers,

– board based containers and holders for contaminated swabs.

It is anticipated that in the first 24 months of the Framework Agreement the value of purchases will be circa 27 792 866,00 GBP however this is approximate only. The figures for the total estimated value are based on that initial expenditure and include a forecast for growth.

5. WSCC DR: Clinical & Offensive Waste Collection, Support, Treatment and Disposal Services

The Council is seeking a Service Provider to provide Clinical and Offensive Waste Collection, Support, Treatment and Disposal services across the County of West Sussex. The Council wishes to let a Framework Agreement for a period of 4 years and an initial Call Off Contract from this Framework Agreement for a period of three years with the option to extend by a further 3 years up to a maximum term of 6 years.

The Service Provider shall provide a comprehensive domestic and commercial Clinical and Offensive Waste collection service for the Contracting Authority. This will include all aspects of the Collection and Support Services, including the administration of the collections, the collection of the Clinical and Offensive Waste from customers and the transportation of the Clinical and Offensive Waste to the relevant Delivery Point(s) in order that it can be treated and disposed of.

The Service Provider will also be responsible for the treatment and disposal of domestic Offensive & Clinical Waste which is collected by the seven Waste Collection Authorities (WCAs), or by third party contractors on behalf of the WCAs.

1. Building relationships

Changes are needed to the capital system, but estates and finance staff also need to work better together and speak each other’s language

At the moment, thinking about capital and non-current assets is the theme of my working life.  Most of last month was spent working on the HFMA’s recent briefing, NHS capital – a system in distress? Since, its publication I have spoken to other thinktanks about capital and the capital financing system and, this week, I attended the HFMA’s first ever event on estates.

The government’s waste and resources strategy will look at ‘further restrictions’ on some single-use plastic items, Environment Secretary Michael Gove has suggested.

5. Aligning resources across the health and care system

The first briefing in HFMA’s mini-series on system finance and governance issues explores how to ensure strong strategic system planning.

There is now a clear direction of travel towards collaborative working across health and care systems, requiring resources to be managed collectively to provide best value for the population. As health and care systems work more closely together, an aligned understanding of activity and finance is vital in developing a single plan. Recognising STPs are not statutory bodies, respondents commented that having a foundation of effective relationships and a will to work together across the footprint were essential factors.
