1.Scottish landfill Tax set to be the same as the rest of the UK

The Scottish Environmental Services Association (SESA) has welcomed the Scottish Government’s draft Budget for 2015/16, which sets the Scottish rate of landfill tax at the same level as the rest of the UK.

Finance Secretary, John Swinney, confirmed that when the new Scottish landfill tax takes effect from April 2015, the standard rate of landfill tax would be £82.60/tonne, and the lower rate at £2.60/tonne.

2.Healthcare waste management in Vietnam

The video is part of the report by the Project Management Unit of World Bank after they reviewed the first stage of the financial program. This program aims at improving Hospital Waste Management in Vietnam.

2. Risks associated with the management of healthcare waste in London

A recently published academic article on the use of risk analysis tools to reduce the risks associated with managing healthcare waste. Key hazards included contact with sharps, infectious agents and hazardous substances. Most of the hazards occurred in the wards and involved nurses in contact with sharps.

In 2013, the NHS spent over £86million on the disposal of clinical waste and alongside NHS targets to half its carbon footprint by 2015, recycling rates are up by 26% since 2007/08. In light of these figures, this event will seek to examine the opportunities for efficiency savings through waste reduction in the NHS

1.The Regulatory Position Statement (RPS160): a case study of Addenbrookes Hospital

RPS (160) relates to the onsite sterilisation of single use instruments, which can then be sent for metal recovery.

“Adoption of the approach has meant that we capture the single use instruments at point of source, send to our onsite CSSD Dept for decontamination, hold in a secure stillage, and then send for recycling via our scrap metal merchants, which earns us >£650 per tonne as the instruments are stainless steel. The implications are 3 fold for us; reduced weight in sharps bins, stopping a waste commodity from end of use disposal in the bottom ash, reduced cost and tonnage of bottom ash disposal as well as earning an income”.

3.EU healthcare waste project

Even though healthcare waste is very heavily regulated across Europe there is a considerable range of levels of waste management depending on national strategy and infrastructure. This project is seen as an opportunity to improve the skills of the existing workforce as well as training people in the appropriate skills prior to them entering the sector. The aim of this EU funded project under the LDV Grant is to develop an EU Standardised Approach to Vocational Educational Training Awards in Healthcare Waste Management.

4. Free NHS premises and facilities management procurement workshop

WRAP working in collaboration with the Department of Health and the Sustainable Development Unit (SDU) invites NHS Procurement, Estates and Sustainability professionals to attend a practical workshop to learn more about opportunities to deliver resource efficiency and cost savings through improved service delivery and procurement.  This workshop is free of charge and will cover:

  • Opportunities for resource and cost savings in premises and service delivery
  • Catering and food services in the NHS
  • Energy excellence – when to refurbish, when to replace, when to change behaviours
  • Introduction to WRAP FM guidance and resources to support service procurement
  • Appropriate clauses in tenders and contracts to deliver cost and environmental savings, with examples of use in practice
  • Working with service providers to deliver against efficiency and environmental drivers
  • Data management and KPIs – improving monitoring and measurement to ensure environmental and associated cost savings can be delivered through contracts

5. CIWM looking for experienced waste trainers

CIWM is looking for experienced waste trainers to join its assocaite team. They are especially looking for trainers to deliver their ‘Waste legislation’ and ‘Duty of care’ courses, as well as a soon to be launched course on ‘Implementing a waste audit’. Healthcare1.The Ontario Medications Return Program and the Ontario Sharps Collection Programme

The Ontario Medications Return Program (OMRP) and the Ontario Sharps Collection Program (OSCP). The two programs are the first and only extended producer responsibility (EPR) programs to be regulated under the Ontario Environmental Protection Act and are administered by HPSA on behalf of the health products industries.

HPSA’s network of almost 3,400 community pharmacy collection sites across Ontario accepted 407 tonnes of pharmaceuticals and 259 tonnes of sharps from residents and managed the disposal in a safe and secure manner. HPSA also provided close to 200,000 free sharps containers to Ontario residents. The size of the HPSA collection network allows for convenient consumer access which results in improved safety in the home, helps prevent misuse of drugs, keeps drugs and sharps out of municipal curbside collection and keeps pharmaceuticals out of wastewater treatment systems.

Residents of Ontario returned 750 tonnes of pharmaceuticals and sharps from households for proper disposal between Oct. 1, 2012 and December 31, 2013. Almost 90% of the unused/expired pharmaceuticals and used sharps were returned by residents to retail pharmacies registered as collection locations in the OMRP and the OSCP.

3.Report on medical waste management by market

The hospital and pharmaceutical waste management can be further categorized as regular medical waste, anatomical waste, manufacturing waste, and clinical trial waste. The medical waste management market is attracting significant investments and developments. The market is expected to reach a value of $10.3 billion by 2018, at a CAGR of 4.9%. Pharmaceutical waste management leads the market and is estimated to reach a market size of $5.8 billion by 2018.

4.Updated NIOSH list of antineoplastic and other hazardous drugs in healthcare settings

5.The Rushlight Awards

3.US DEA ruling on the disposal of controlled drugs

This Department of Justice Drug Enforcement Administration (DEA) ruling governs the secure disposal of controlled substances by registrants and ultimate users. These regulations will implement the Secure and Responsible Drug Disposal Act of 2010 by expanding the options available to collect controlled substances from ultimate users for the purpose of disposal, including: take-back events, mail-back programs, and collection receptacle locations.

4.Emory’s Ebola experience in managing healthcare waste

WASHINGTON – When two Ebola-infected patients were airlifted to Emory University Hospital in Atlanta in early August, dedicated staffers were prepared to care for the patients. But those staffers had to act quickly to deal with unanticipated challenges that came from regulators and some of the hospital’s contractors, who initially refused to dispose of the mountains of medical waste generated by the patients and the clinicians who cared for them, according to Dr. Aneesh Mehta.

5.WHO’s global health initiative for needle safety

At the TEDMED conference in Washington, DC, Dr. Marie-Paule Kieny, assistant director general of the World Health Organization (WHO), revealed that the organization will announce its third-ever global health initiative and policy in October. The initiative this time is around needle safety.

2. Consultation on the Environmental Regulation of healthcare risk waste storage and treatment

The Environmental Protection Agency (EPA) has decided to consult on whether the current regulatory model for the storage and treatment of healthcare risk waste is appropriate given the scale of some of the storage and treatment activities and emerging technologies and their potential for environmental impact. An alternative mode of regulation is proposed for smaller scale activities and views are sought on this. The closing date for the consultaton is September 19, 2014

2.Concern about 2020 waste treatment capacity gap

More waste infrastructure will be needed by 2020 or risk a capacity gap, according to respondents of an opinion poll, the majority of which agreed with a recent Green Investment Bank (GIB) report, setting out the investment opportunity in the UK waste market.

The recent GIB report, The UK residual waste market: A market report by the UK Green Investment Bank, stressed more waste infrastructure will be needed in the UK by 2020 or risk a capacity gap.

3.Energy investment report

The report shows the significant progress made against the energy investment challenge inherited in 2010 where energy projects accounted for nearly 60% of the UK National Infrastructure Plan (£218bn out of the £377bn).

Since 2010, investment worth more than £45 billion has been secured in electricity infrastructure alone – the majority of this investment has been in renewable technologies..

3. Electricity Demand Reduction Pilot

The Department of Energy and Climate Change is making £20 million available to support projects that deliver lasting reductions in electricity demand through the Electricity Demand Reduction (EDR) Pilot.
The aim of the Pilot is to test whether EDR could participate in Great Britain’s capacity market. Under the Pilot, businesses and organisations which install measures that deliver verifiable reductions in electricity demand will be able to bid for a financial incentive.A total of £20 million will be made available to support the EDR Pilot over the two years it will run. The first EDR Pilot auction is for a total of £10 million and is being held in January 2015…..
4. HMRC consultation on Landfill Tax
The Government announced in Budget 2014 that it will introduce a ‘loss on ignition’ test by April 2015. The lower rate of landfill tax will apply where fines meet an LOI threshold of 10% or less. This consultation sets out a proposal for how the testing regime will operate, including processes for the testing of samples and record-keeping requirements. The consultation will be of particular interest to operators of landfill sites and mechanical treatment plants and other waste industry interests including representative bodies in England, Wales and Northern Ireland.
5. Collection frequency and health risks
Zero Waste Scotland has published the findings of a study looking at the potential risk to human health linked to reduced frequency collections of non-recyclable waste. In 2012/13 the Scottish Waste Management Officers Network approached Zero Waste Scotland to request support to appraise options for extended frequency non-recyclable waste collections from householders.
6. Energy efficiency and Newham University Hospital

E.ON have begun working with Newham University Hospital in East London to improve energy efficiency and reduce carbon emissions. The project is amongst the very first of the London Development Agency’s (LDA) RE:FIT programme which aims to reduce the capital’s carbon emissions by updating public buildings with the most effective energy saving measures.

5. Separate collections to come into force from 1 January 2015
