2. Tender for healthcare service in HM Prison and Young Offenders’ Institution Feltham

NHS England (London Region) hereafter referred to as “the Commissioner” would like to invite prospective Bidders to attend a Market Engagement Event on 19th June 2018 which will inform the market of the intentions to the recommission Healthcare contract in HM Prison & Young Offenders Institution (HMP/YOI) Feltham London.
HMP YOI Feltham forms part of the Young Peoples Estate for both Young Adults and Young People.

Reception criteria:
Young People – Sentenced and remanded young people aged 15 – 18 as directed by the courts.
Young Adults – Sentenced young adults aged from 18 to 21.
Accommodation: Young Adults and Young People occupy separate residential units.
Young People – Feltham A
There are currently 6 units in operation for young people including a first night / induction unit. Each Unit holds up to 30 young people.
Young Adults – Feltham B
There are 7 units in operation the Young Adult side with a mixture of double and single accommodation.
In compliance with Public Contracts Regulation 2015 and in the interests of transparency, consistency and fairness, the Commissioner is required to undertake a formal procurement process at the contract expiry of the existing contracts. The existing Healthcare contract in HMP/YOI Feltham has been extended and is expiring on 31st March 2019.

Service Scope

HMP/YOI Feltham will require the following services to be delivered:

1. Primary Care GP and Nursing services
2. Healthcare Administration
3. Mental Health Services
4. Sexual Health Services
5. Integrated Clinical Substance Misuse Services
6. Integrated Psycho-social interventions service for substance misusers
7. Allied Healthcare Services e.g. Chiropody/Podiatry, Physiotherapy etc.
8. Optometry services
9. Pharmaceutical Services
10. Clinical Waste management
11. Escorts and Bedwatches management
12. Health Promotion
13. Continuity of Care

The market engagement event is planned for the 19th June 2018 in London at 10 am to 12: 30 pm, venue TBC.

The Event will provide:
• an overview of the proposed services to be provided
• details of the anticipated contract type, length and particular conditions
• an overview of the procurement process and the anticipated timeline

The event will also provide an opportunity to ask questions about the project. An organisation can register up to a maximum of three delegates for the events. The events may be recorded, please let us know in advance if you do not wish to be filmed.

All Bidders who wish to attend must complete and submit the registration form attached in this notice by 14th of June 2018.

3. Clean growth and waste tracking announced as part of the Govtech Fund

The government is launching competitions for tech firms to develop solutions to tackle the major social challenges of our modern age. The competition is designed to incentivise Britain’s tech firms to come up with innovative solutions to improve public services.

4. Government consults on a new environmental watchdog for England

The Department for Environment, Food and Rural Affairs (Defra) has published a consultation to assist with the development of an Environmental Principles and Governance Bill, which is designed to ensure environmental protections will not be weakened as the UK leaves the EU. The consultation seeks feedback on plans in the Bill to create a new independent environmental watchdog for England, as well as on the environmental principles that should apply in England to guide and shape environmental law and policy making post-Brexit.
